Please clarify when exactly happens when you destroy an item and recreate it. Someone
Thinks that you will be able recreate multiple items like mother's sorrow staff. If you had one in your inventory and deconstructed it

if you have the materials for it then you should be able to recreate multiple of an item. I'm not sure what you're question is.

You can create it as many times as you like if you have the matts and the transmute crystals. But it’s bound to your account. You cannot trade it.

The recreated gear is bound, nobody is going to start manufacturing Mother's Sorrow Staves. Even if you could, I assume you would run out of gems before buyers.

Reconstruction
At a Transmute Station, you’ll find a new tab called “Reconstruction” that allows you to effortlessly recreate any Item Set piece you have added to your sticker book.
Reconstruction only costs Transmute Crystals when you create the item at the regular quality it drops at, but you can choose to spend additional crafting boosters to upgrade its quality. You also can pick any trait for the item that you have researched for that slot at no cost (not even a trait stone is needed).
The cost is variable depending on how many pieces of that set you have collected – you get bonuses to the cost to make it cheaper if you collect more pieces. It costs 75 Transmute Crystals when you only have 1 piece of that Item Set, and 25 Transmute Crystals once you have collected every single piece of that Item Set.
Your newly-created item will be marked as “reconstructed” and cannot be traded or sold, but you can deconstruct it to get a small refund of 25 Transmute Crystals.

Using Mother's Sorrow as an example (since it was mentioned above) do we actually need to farm all 22 pieces of this set to get the full reconstruction discount? How about the five unique items from the set?

In the video, it was explained that the number of crystals decreases based on how many items in the set you have. So yes, you will need to have all in a set to achieve the maximum discount. Of course that is subject to change since it is not live yet.

^^ This is correct. Collected sets are account bound (BoP only) but you can bank and trade between multiple toons as much as you want. You can also create as many pieces of whatever set weight, type, trait, etc as you want as well so it's excellent if you want to run say an extra staff on your backbar, or want to gear up an alt without going through the gear farm, etc.

Yes. 1 piece = 75 transmutes, Full set = 25 transmutes. Doesn't matter what set it is. The standard 5 "unique" pieces have no bearing. The total number of pieces you have determines how many transmutes it takes, the more you have, the less it costs. Note that we will always get 25 transmutes back from a decon no matter the initial cost. This is important and with that knowledge it is wise to get the full set before doing a recon set piece because then we spend 25 transmutes to create a piece, and get 25 back if we decon later from a fully collected set. The loss at that point becomes some mats.

I've been playing around with it on PTS quite a bit, here is a detailed post (and thread) that should help explain how it works. There still seem to be a few bugs going on with the decon and mats returned.
