^^ This is correct. Collected sets are account bound (BoP only) but you can bank and trade between multiple toons as much as you want. You can also create as many pieces of whatever set weight, type, trait, etc as you want as well so it's excellent if you want to run say an extra staff on your backbar, or want to gear up an alt without going through the gear farm, etc.You can create it as many times as you like if you have the matts and the transmute crystals. But it’s bound to your account. You cannot trade it.
Yes. 1 piece = 75 transmutes, Full set = 25 transmutes. Doesn't matter what set it is. The standard 5 "unique" pieces have no bearing. The total number of pieces you have determines how many transmutes it takes, the more you have, the less it costs. Note that we will always get 25 transmutes back from a decon no matter the initial cost. This is important and with that knowledge it is wise to get the full set before doing a recon set piece because then we spend 25 transmutes to create a piece, and get 25 back if we decon later from a fully collected set.
