I've read posts that say Pulverized Aurbic Amber is supposed to drop in Jewelry harvesting nodes and crafting writ rewards. That never happens. The only time I ever get Aurbic Amber is from Psijic portals. Is this a bug or intended?

Not really a bug, the posts and their information is not correct.
Jewelry Harvesting Nodes (surveys only) drop Pulverized Titanium.
Guilding Wax can be bought with Vouchers (doing master writs), but don't drop from daily writ rewards. You can get a researchable swift neck/ring from jewelry daily writs, but can't decon it for mats.
Aurbic Amber only drops from Psijic portals.
