It would be sooo badass if there was an app that would allow messaging to eso user groups, like guilds. It’s so hard to communicate to everyone in a guild and motd are two old, 80% of players overlook it. If an app could connect to in game mail. Might be a security problem?

That would be hard, since you're suggesting exactly that. Discord is already an option, and if that's too much, then there really isn't anything else that will be any different or better in terms of communicating with other players while not logged in.

I'm suggestion that the person DOING the communicating would need some effort to set up and app, link it, get approved, etc. but the RECIEVERS of the messages wouldn't have to do anything. Theywould recieve messages IN-GAME, via whisper or guild text chat, or in game mail.
I have absolute no idea what addon crafters are able to do, but Im quite sure that having some kind of remote access though a phone to an accounts characters and being able to chat while it being offline is above their limitations set by zos.
Maybe you are talking about a desktop app? But that would defeat the purpose of your idea (why not just open up eso then?)

Many of us use Discord to communicate out of game, especially on PC where we don't have built-in voice chat.
This is the solution.
If people cannot be bothered to participate in Discord then that is their problem. Zos should not be troubling themselves with things that go on outside of the game.
The majority of endgame players, especially those of us on console, use Discord. We can message anyone we want at anytime. We can set up channels for current patch information; dps parses, support roles, povs, cp for each trial, etc. You can cram so much information and communication into the app and switch between different guilds and channels effortlessly.
My guilds use band app. It's active with daily updates and chats.

Very true as it was not until a later post that OP said they wanted something for players that do not use 3rd party apps. However, if the people are not willing to use a 3rd party app like Discord they are not going to waste their time with an app Zos made for communication outside of the game.
In the OP they are complaining more that some people do not pay attention to the MOTD in-game and seems that some of their guild leaders are not active or interested enough to update the MOTD to be current and useful.
