How do you obtain that? I see lots of people in cyrodiil with it.

Its no combat pets outside of the class pets Sorcerer, warden, NB, WW also has pets.
Necro has short term pets.

That you probably see is proc sets spawning pets: engine guardian have an dwarven sphere following you giving resources.
Mad tinker has an Verminous Fabricant who charges enemies, it at least more of them who heals.

It's definately the Engine Guardian Monster Set you're seeing there.

@chibear85 there are two monster sets that have dwemer procs

Engine Guardian is somewhat common in PvP and PvE builds that solo.

This is the one you’re probably seeing. You can acquire this helm by completing Vet DarkShade Caverns II or the Golden Vendor which did just have it. The Golden takes AP for Impen and gold for infused.

The other set is
Sentinel of Rkugamz which you’re probably not seeing.

PvP so Engine Guardian monster set, head drop in vDark Shad II.
That a pretty strong set for Tank, dunno for PvP.
