Game is broken. Skills, LA, HA, Block and UI is not working.

Game is totally broken.
1.) I can't use block, light attack, heavy attack, chat and all other ingame user interface is frozen. Only keyboard keys are working, so I can use skills, I do anything that has a hotkey, but nothing that's need to be clicked on. (My mouse if good, all other games working except this one)
2.) Skills still not working maybe 20% of the times. When I left the game maybe a year ago it was worse, but it's still ridicoulos. I press the key, sometimes even the animation starts for a 0,01 sec, but than it stops.
3.) My character sometimes just stop blocking while I have a *** of stamina.
4.) My character randomly crouch in combat, like he wants to sneak, without I pressing the key for it.
5.) Targeting NPCs or players "harder" than before. Long ago targeting was smooth, I also felt like there is some kind of aim assist in the game. After a point, I don't remember since when, but now it feels that the targeting is broken, and sometimes my skills doesn't work, while my crosshair is on the target. For me it feels that the targetable space around a character is smaller than before, and this leads to new problems that were not existed long ago.
Another thing: While I have no knowledge in programming, I always "felt" that the skill delay or not working at all thing has nothing to do with servers, net speed etc. I think the problem is with the software itself. For me all these problems started on masse when ZOS edited the cast times of some skills, especially the cast time of Snipe. That was the point when they did sometihng wrong and all my skills on my DK, started not to work. Sometimes they almost starts the animation and than it stop after a milisecundum. After those times there were other changes made by ZOS if I remember well about gap closing skill times. That was another point when casting skills started acting even more strangely.
At this point everything is *** broken. I quitted from a dungeon where my block didn't work and I couldn't use the interface and mouse at all. It was not about a 10-20% time of the bug, not, for 100% of the time I couldn't use anythig mouse related. This happened many times while doing overland missions as well, except that time I had no mouse skills, and even my skillbar skills stopped working, so at some point I just let my character stand still and die...
EDIT: Now, again.. the group finder keep putting me to veteran dungeons when I queue for random normal while iam below lvl 50. I stay outside and can not teleport in. I have to quit the group, and now my xp scroll is ticking and can not do dungeons cause of the queue cooldown. Is there any *** thing that is working in this game?

Lintashi✭✭✭✭✭I never got this bug myself, but just yesterday, one group member in wgt complained about being unable to do anything, ( attack, block, crouch) and it happened in the middle of the boss fight. He got himself killed, and it helped, but I hear of such things more and more lately.0 -

I had this too during a Trial. A simple relog will usually solve the problem.0 -

✭✭Went to capture nikel, many reds inside, server kick.
Log back in. Loading screen. Character selection. Loading Screen.
Spawn in Nikel which was captured. Red zerg appears within seconds, server kick.
Servers are in their worst phase EVER. (at least since I started playing ESO)

✭Are you using mods? My guess is you had a bad internet connection when doing something in a PvP zone. Happened to me, a few times. I am a PvE player but when in Cyrodil it does happen sometimes.
Does this happen when you are in a PvE zones?Not my quote but I love this saying

I have no mods, I have optical net the most reliable in my country, and all these happened in pve territory overland and in dungeons.0 -
