Quest: That which was lost can not be completed

Its the last quest in the TG quest chain, you rescue an Khajiit who is son of the Khajiit lady who was an lover with Velsa.
In short the bounty hunter you are supposed to pickpocket can not be pickpocket or interact with in any way, looks like he is not detecting me sneaking either.
Tried to drop and redo quest and another player could also not finish.

By the way, let us use blade of woe on him:)

Ok it looks like this has been broken for some time, other player submitted an ticket.
