Change mechanics in one mode or change skills for all modes?

Since the beginning of the Cyrodiil test which has introduced CD mechanics (not just AOE skills, for example Honor the Dead a one target skill) Is it really necessary to have to learn skill rotations again in the same character depending on which game mode we play?. So it's like playing "a little" different games. Isn't it better to look for another alternative? For example, modify skills in a general way for all game modes. I think the addition of CD skills has ruined the essence of combat in TESO.

    Cyrodiil's performance issues tend to be a worse version of what we see in general PVE, whether that's "bad" trial instances or just iffy performance when the servers overload.

    So as much as its going to suck, if ZOS figures out a non-grouping solution to Cyrodiil's performance woes, I'm afraid we'll see it impact the whole game.

    We don't know what their solution is going to be. What is happening in Cyrodiil is just testing. I'm sure they will make things more consistent when testing is concluded.

    The reason why they're performing such vast, sweeping AoE tests like they are, where almost all AoE's are being hit, is because they think it might be a fundamental issue with how AoE's function in ESO, not just the AoE's that are used in PvP, but all AoE's.

    If any of these AoE tests help performance, and if Zenimax does go ahead with properly implementing the changes that the tests confirm will help performance, Zenimax will absolutely hit all AoE's in the game, in both PvP and PvE, for the reasons @VaranisArano outlined.

    That not only means Wall of Elements and Volley will be up on the chopping block (two core ground AoE's used by both magicka and stamina DPS builds respectively), but also any skill that can potentially affect multiple targets, too. Mystic Orb, Force Pulse (cleave), Whirlwind, Blade Cloak, Reverse Slash, Cleave, Fiery Breath on DK, Blastbones on Necro, Twisting Path on NB, Lightning Form on Sorc, Puncturing Strikes on Templar, and Scorch on Warden.

    Doesn't just stop at skills that deal damage, either, heals are also counted. Almost the entire resto staff line counts, along with Cauterize and Cinder Storm on DK, almost the entire Living Death Necro line, Funnel Health and Refreshing Path on NB, the Twilight Matriarch heal on Sorc, Enchanted Growth and Budding seeds on Warden, and Breath of Life and Extended Ritual on Templar.

    Anything that can potentially affect multiple targets will almost certainly be up on the chopping block if any of these AoE tests help performance, either meaning a fat nerf that nobody wants (ie a 3 second ICD or a huge increase to magicka/stamina cost), or a fundamental rework that will likely make the skill work completely differently.

    Go through each of your PvE characters, run through your skill bars, and look at what skills fit the criteria. Can guarantee you'll at least have a few.
