Surprise attack intermittently not working in IC

Twice have been in IC this event and Surprise Attack keeps saying target not in range. ReloadUi did not fix. Dying did not fix. Taking the skill off my bar and replacing it, then reassigning did not work. Zoning to the next district did not work the first time but seemed to fix itself the second time. Very annoying when one of your skills refuses to work.
