Mad Tinkerer's tooltip is not consistent with the patch notes

In @ZOS_GinaBruno 's patch notes, Mad Tinkerer was said to no longer have a proc chance. According to the gear tooltips, it still has a 10% proc chance.

The cooldown was indeed lowered in line with what the patch notes suggested.

Yup just a UI error on the set, not sure if its the same if you get a new set after the patch

I was looking to one-bar it in a solo build where I would appreciate the short cc it provides.

Using it in its old form was fairly disappointing.

is it same for vicious death set? i thought it got buffed from 17k to 22k but in game it says 30k dmg.

Tooltips are looking high for multiple sets. I actually checked Combat Physician of all things, and the numbes seemed high.

An obvious guess is that champion points are being accounted for in tooltips in ways they were not before, but I have NOT done any arithmetic or careful checking to confirm or disconfirm that guess.
