I just looked at character creation tool and found a dark skin/sunburn variants for Bretons, Imperials and even Nords. So what is the problem?

If Breton is British, Nord is Scandanavian, Redguard would be Arab. There are many white arabs, there are also many tanned whites (med). The further North, the whiter. Imperial would be Rome / Med.
You can find white Arabs by blood. You cannot find black British by blood.

I'm pretty sure it's just racism and/or a lack of consideration on the writer's parts.
Bretons (and Nords... and Imperials...) aren't depicted as black in the "lore", but that lore is written by real world humans and comes with all of the baggage that entails. If they had wanted more black people in the game they would have written it that way, but they didn't.
Even based on the lore it doesn't make a lot of sense. Human races can have kids together, and Hammerfell (Redguards) shares large borders with High Rock (Bretons) and Skyrim (Reachmen/Nords). You'd think that there would be more mixed race families, but that is also conspicuously absent.
