I never used this before, but want to try it. My big question is, are movement impairing effects considered "negative effects" that expunge will remove on activation?

Yes, @JB_den, the Necro Expunge skill will remove snares ... both from enemy skills/ultimates (e.g. Caltrops or Ice Comet) and enemy-induced proc sets (e.g. Wilderqueen's Arch or Mephala monster set).

Thanks for reply. Just tested it out, looks like it'll remove initial snares, but will not give immunity for short time like Shuffle or the 2H Momentum morph. Good, but not great, I guess.

Not giving immunity is doesn't really matter when you can just spam this skill "for free" and even get Stamina back for your troubles.
Seriously, give it a try. It's one of the best things about being a magRomancer in PvP.
