Is RO fixed to now properly scale according to the tooltip

In the latest patch notes i haven't seen anything about RO changes that were mentioned in previous notes. "The current values are 1 second per 1000 Spell Damage and 1 second per 6000 Max Magicka. The intended values are the ones listed on the tooltip, which will be fixed in a future patch. "
Can we get a confirm is this fixed and if no when will it be fixed cause it has been weeks.
