ARCANIST DOESN'T PROC ELEMENTAL CATALYST?

So the Necromancer skill Skeletal Arcanist is essentially a shock based skill, however it doesn't proc the Shock Weakness from the set Elemental Catalyst. I understand why this is and that it's because the set doesn't register the attack coming from your character specifically, but it is a skill that you use and it is indeed tied to you so I don't really understand why it isn't considered in the proc conditions. Is this possibly a bug, or is this intended. Maybe @ZOS_GinaBruno can give us further insight into this topic.

    I've tested sets like Ilambris, Nerien'eth, and Elemental Succession with pets as well, and no Sorc or Necro pets could proc any of them. I'm pretty sure pets just don't proc sets at all.

    Edit: I tested this a while ago too, so this is nothing new.

    Add a Scribing skill that works like Arcanist beam.

    Veteran players have been alienated and disengaged from Overland since One Tamriel, due to the lack of difficulty, and pushed into dungeons and trials; the minority of content in the Elder Scrolls Online. We can't take the repetition anymore, fix Overland engagement for Vet players. I don't even care if it's not combat related anymore, just make Overland engaging again.

    Overland difficulty scaling is desperately needed. 10 years. 6 paid expansions. 25 DLCs. 41 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. Make a self debuff mythic. Literally anything at this point.

    Intentional or not: It's unreasonable.
    I could get behind the idea that the Arcanist, sorc and nightblade combat pets to not proc sets, but blastbones doesn't do it either. Conidering that sub assault from the warden class is the same skill on a functionality basis, they should work the same way on procing sets. yet sub assault can proc sets. It can even proc skoria... so.. yeah..
    At best: inconsistent
    At worst: not thought about at all.

    Pets generally can’t proc sets. The familiar pulse may be an exception as an active cast skill (basic familiar attacks do not proc sets). Blast bones also does not proc sets, which is a pain for sets with a direct damage proc chance (e.g. scathing mage) as one in three skill casts have a proc chance of zero on a necro.
