Is there an active effect on you at the time?
Could it be simply desynch or input lag?

Edit: it usually happens for the whole server at the same time.

So you're NOT talking about the "Walk/Run" toggle, which I believe is about autorun rather than speed??? Walking is a hidden movement mode (as stupid as that sounds) which has no keybind by default. And it's actually a toggle on off that switches between slow walking and 'fast' walking (jogging). It's about as fast as crouched stealthing but you're standing upright.
If you have it only on certain characters, that also sounds like you've set up the keybind for walk somehow on those specific characters under keyboard controls.

No that's it, sorry I guess rather than 'jog' the default is 'run'
Under Controls, Autorun is specifically for autorun, it continuously moves you forward in whatever movement mode you're in. Toggle Walk/Run is the 'slow walk/fast walk' toggle.
Sprint which is what players actually consider running is under the Combat grouping with Crouch (Stealth).
So you want to make sure 'Toggle Walk / Run' has no binding, or else be extremely careful with it.
(Slow) Walk is sometimes used by roleplayers and it can help inch up to a particular skyshard in Murkmire which is easy to overshoot.
When I was starting out in ESO I went through all the controls and stuff and set up a keybind for the walk/run toggle. But never actually used it.
Then weeks later I found myself in a similar situation 'why the heck am I so slow' and eventually traced it back to that keybind was somehow getting pressed.
