PC NA UI missing toolbar (Update 27)

Logged in to PC NA today (2020-09-04) to find the toolbar above the Compass Bar was missing. I had just clicked to join the Imperial City Celebration but had no interface to choose Alliance Wars, Guilds, Inventory, or the other options. C did open Crown Store. Saved a screenshot to show the problem. Some unknown interaction caused a loading screen to appear but it never returned to the game.
Ultimately Task Manager needed to close the Launcher. I restarted the ESO Launcher, logged in, chose and loaded a character. Fortunately, the full UI was back and functional.
My "ESO" Live > Screenshots folder had the Character Select screenshot from before the problematic login but not the in-game screenshot with the broken UI.
