Now, I'm no coder, but I've discovered a correlation between the "sanctuary" buff that appears in Imperial City (or in BGs when you first spawn before the games start) , and the nefarious glitch that is currently ruining the experience of thousands of players throughout the server (no doubt exacerbated by the event currently going on).
I do not know the root cause, although dipping back into the sewers (whether after a death or just hopping down a grate) seems to trigger it. Other times, the sanctuary buff will last an additional 25-30 seconds after entering/leaving through one of the "big doors" between Imperial Districts. So there's also technically an "exploit" you can do by running through the district with 30 seconds of immunity.
Although on the other hand, since you also can't attack anything/anyone (including Daedea/hostile NPCs) while under this buff, it's less of an exploit and more just "hey, half of my abilities don't work so I'm going to get out of here as quickly as possible" as you haul your A from the door to the nearest sewer entrance or to the next district to try and find a sewer pipe closer to your alliance base.
The only "fix" currently seems to be to quit and restart the entire game, which for those of us not running NASA computers, can take a while. in BGs... you're just gonna have a bad KDR that match. *shrug*
Fortunately, ZOS is on top of things though, since (according to other forum posts) they have a fix planned to roll out with the next incremental patch, which would be on the 15th, which is after the event is done and over with. /s
