Side Quest in Thieves Guild NOT WORKING

The side quest That Which Was Lost from Velsa in Thieves Guild is broken. When you get to the part "pickpocket the Bounty Hunter" it will not allow you to pickpocket him at all. You can't even kill him, believe me I tried. I have abandoned this quest multiple times and redid it and still the same result. I even signed out and signed back in and picked it up again and still broken. Not being able to finish this side quest also affects the Lady In the Cistern side quest because you need Velsas theory to finish and you can not get that til you finish the other one. PLEASE FIX

theresaric64✭✭Sorry. Forgot to tell you I am on PC NA server, in case that helps. USING an xbox controller. But have tried it without and still doesnt work.

Dennidan✭You missed the thread I started on this because I missed the other thread on this. [snip] to carry out a very simple fix, or at least force a stage completion so that all the people frustrated with this bug can go about continuing the game.
