do debuffs stack in pve

i know one person can apply only 1 typw of minor and major debuff. but does it stack if some else debuff same type on the boss. for example can the boss have two minor fracture applied by two people.
extra question: if yes, does this apply to pvp as well?

No they does not stack on the same target.
The same is true for buffs.

Damage and heals stacks between players but if you re cast it it just restart an over time effect.

Named buffs and debuffs don't stack but others do (crusher enchant effect, etc)

You can have only 1 of every named debuff on the boss. e.g 1 minor maim, 1 Minor Vulverability, 1 Crusher etc etc
