[BUG] Atronach & Serpent mundus stones do not affect regen outside of combat

Magicka regen outside of combat is unaffected by the Atronach ever since the mundus was buffed in Stonethorn. I thought things felt a bit off on the PTS, but I didn't think much of it — however after playing on live for a while now, my regen out of combat feels substantially lower than it did last patch.

Harven's Extended Stats addon shows that applying the mundus does not affect Idle magicka regen at all. I drained my magicka and observed how quickly it regenerated, and with all divines the out of combat regen is definitely ~500 less then it should be.

[EDIT] After further testing, I can confirm that this is also the case with the Serpent mundus — it does not work outside of combat either.

    Just to rule it out, have you tried disabling your UI add-on and checked your character sheet that way, @Langeston?

    Magicka Recovery is displayed in the base game UI.

    The Serpent does not work outside of combat either.

    I'd really appreciate it if someone from ZOS could respond so I know that you are aware of this problem. As it stands right now, the Atronach is basically unusable for me — especially in no CP. Below are screenshots that show what my regen looked like before the [supposed] buff, and what it is now. As you can see, when I am out of combat I lose more than 25% of my regen. With how often I dip in & out of combat, this is a big deal.

    Well I guess I'm just going to keep bumping this thread from the second page until someone from ZOS acknowledges that it exists.

    Of all the bugs introduced this patch, one would think that flipping the switch so the regen munduses work out of combat would one of the easiest to remedy.
