...what gives more Max HP per individual armor piece?
- Infused + Maximum HP enchantments.
- Divines + The Lord Mundus stone (and max HP enchantment) <--- (I think that this one?)

✭✭✭✭✭The stat difference is so miniscule that you won't notice the difference in the vast majority of content, @Dovakhan.
You'll have to load your specific build on PTS or the ESO Build Editor ... as there's no "one trait to rule them all" if that's what you're looking for.
Divines can be better than Infused depending on the rest of your setup (especially on small pieces).
