Have you read through their Terms Of Service (TOS) regarding compensation and liability? Have you even submitted a ticket? If, at any time during the 24 hours in question, players were able to log into the game, the game was available for players on that day. People are logging into the servers and playing around the clock. Just because it is not available when Player X wants to play does not warrant a refund or compensation.
This is the measurement I would use, if I was them. Otherwise, ZOS is giving refunds and compensation for any reason under the Sun, from "inconvenient patch times" to "my girlfriend didn't let me play, so I am going to claim I could not access the servers."
I realize that is not going to be the popular answer, but it is the only one that makes sense.

Just to rule it out, @MashmalloMan ... have you tried disabling out-of-date add-ons?
