Did the Lancer lead drop rate change?

I play Cyrodiil daily, and I pick up and do the daily conquest every day. The first couple of weeks after the antiquities line began, I picked up several Lancer leads. After that, none. I play both EU and NA, and it's the same on both servers. I haven't gotten a Lancer lead in weeks. Did the drop rate change?
