Unable to change outfit in character screen

I cannot change my outfit in the character info screen but it does still work at an outfit station. The option is grayed out and says I cannot change it right now. I thought maybe it was because of combat or something when I first realized it was occurring but it does not work still even after relogging.

I mostly play with controller on PC these days but I tried in KB+M mode as well and still have the same problem.
