Pet not following properly

She stood there, I waited for a solid minute, she is not following...
I go back and try to make her follow, works for a time then she stops again
Seems to be happening in Cyrodiil only (or so I noticed)
Plus she tends to die way quicker than usual.
And often, even though she is summoned and very much alive, character re-summons it for a full 1.5 seconds instead of activating heal ability!?
