I reported it, ticket number: 200826-000599
Basically one of my alts with Assault 4 has Retreating Maneuver still on his bar. Since he is only used for crafting at the moment (not an "On Focus" character), I see no harm in having him keep this on his bar. But... I know the PERFECT way to fix this "bug"
Set the requirement for Rapid Maneuver to Assault Level 2. Yes. Yes! It is that easy! That way everyone is happy! People can get Vigor and Rapids early on. Or you can have Vigor in the second spot and require Assault Level 3 (which is a little bit of work, but not as much as getting up to FIVE)
