Are newly created Nord characters supposed to start "Main Quest" in Vulkhel Guard?

I thought Nords start in Davon's Watch or that area? The "benefactor" is in the ship in Vulkhel Guard harbor, seems off. This character was rolled up today.

Do you own account upgrade: all races all alliances?
If so and you created character under AD banner no matter what race you picked it will be in alliance you set while creating it
    Awake, but at what cost

The character is Nord, so faction is EP, not AD. This is a paying sub, so I have access to all content areas, including the X-packs.

You might have made him an Aldmeri Dominion character by accident when you created him, though. That's entirely possible.

This. Race is irrelevant to the faction if you have all races all alliances. Which alliance did you select, or automatically end up with if you didn't spot the need to select it on character creation?

Just checked. Went to character sheet, my Nord has the dragon icon next to his name with "Ebonheart Pact" on mouseover. He also has the dragon icon next to his name on character selection screen. Sooo, this means he's part of the EP faction, yes?

Yes, if you make it AD, rather than the default EP

Now this is bad news as many PvP campaigns has Alliance locks, you can anyway not play with other EP characters in Cyrodil. In short if your other alts are EP deleting and restarting might be smart, on the other hand AD need more pvp players :)
Grinding just make you go in circles.

In this case you probably traveled there somehow. If you join an group you have the option to travel to group leader.
As long as you are EP it does not matter, I managed to do an similar mistake once.

You can start doing the overland quests in other zones from start, I would not recommend it for newer players but its something people who have played a lot might do.

Is the quest giver in Vulkhel Guard, or is it a boat that will take you to the isle of Bleak Rock?

Tangent, I have the alliance war horse in one of my houses. It usually matches my character, but last night it had AD colors even though I was on a DC character.

Okay this I have direct experience. If you go to a different starting zone (talking Glenumbra, VG, Stonefalls) than your faction’s, the hooded figure will still appear and will direct you to the local benefactor spot, regardless of your factions. But once you go through that quest, it’ll spit you out in your faction’s starting area.

I know this because before I switched from AD to DC (PVP guild reasons), I’d still go to Daggerfall first with my AD characters because 1) the dungeon for the undaunted quest that opens up the skill line is just a short trip (that includes 3 lorebooks, 2 skyshards, the Lover Stone, and an easy WB from my Exorcised Coven Hut or whatever it’s called and 2) the benefactor house is next to my small house in DF in case I don’t want to do that quest right away.

My Dominion character had to start his quest in Davon's Watch. At CP500 without ever having lost his soul, his quest says he died and found himself in Coldharbour. Nope, didn't happen like that. I took screenshots to post in Bug Reports. I will get to that.

I think you can actually pick up the main quest in any base-game city. My necromancer went from the Elseweyr tutorial to Rawl'ka and he was able to meet the hooded figure and pick up the quest there, but the house he was directed to was still in Davon's Watch (EP character) so the quest marker sent him to the caravan in Rawl'ka which would take him to Davon's Watch.

It sounds like the OP might be finding something similar. If Vulkhel Guard is somehow the first base game city your new nord has been to they'll meet the Hooded Figure there and pick up the quest, then be directed to the boat in the harbour, which will take them to Davon's Watch to find the house.

I think the quest text is a separate problem - it's a hold-over from when the game was released and you started in the Wailing Prison which was never updated. When Morrowind was released and it became necessary to pick up the quest from the Hooded Figure they should have added an additional first step in the quest text to say that, but they didn't so it 'skips ahead' to the old starting point where you're already dead. I've reported it a few times since first noticing it's wrong, but it's never been changed.

Really the question is where are spit out at from Coldharbour. If you aren't on Bleakrock then you have a pretty big bug I'd say. Just run through Coldharbour and if the character is bugged, I'd restart it since its so young.

When you enter the first main-story zone, that zone's faction determines where you meet the "benefactor". i.e. when the first non-dlc area you visit is Elden Root, you get sent to Vulkhel Guard

This is just a quick low-effort quest to send you to Coldharbour where the the actual main quest starts. Upon leaving Coldharbor, you end up stranded in the starter zone of your faction. (AD=Khenarthi's Roost, DC=Stros M'Kai, EP=Bleakrock).

Each faction has two small starter zones where the folks that fished you out of the sea after leaving Coldharbor get you involved in their faction's politics. After those two zones you go to Davon's Watch, Daggerfall or Vulkhel Guard.

My "benefactor" is in the ship in Vulkhel Guard harbor, in the lower hold, but yeah, I ended up going to Bleakrock. The Harborage is in the Davon's Watch area. So it appears to be working ok. Just seemed off starting in Vulkhel Guard.
