Some changes from Patch v6.1.5 failed to go live

Mad Tinkerer and a few other sets still have a proc chance (at least in their descriptions) despite the final draft of https://forums.elderscrollsonline.com/en/discussion/542612/pc-mac-patch-notes-v6-1-5-stonethorn-update-27 saying they were removed.

Mad tinkerer was changed they just didn't update the sets tooltip.
Dunno about other sets.
