Wizard’s Tower?

I loved the wizard’s tower in Oblivion. Is there something similar in ESO?

Not really, no. There's a Telvanni Tower, but the "tower" aspect is all it shares with Oblivion's Wizard's Tower.

I've seen some pretty interesting player-built "Wizard's Towers", but that's an entire different ballgame.
