Gwendis Missing From The Ravenwatch Inquiry

I'm on PC NA. I started The Ravenwatch Inquiry quest, went to where it pointed me on the map, there was a horse, cart, and campfire, but no Gwendis.
I did some searching to figure out what is going on and saw this was an issue for some on PTS.
I'd like to continue this quest. Please help.

Ugh_Tech✭✭✭✭I can confirm this. My Nord and my Argonian took the note in Davon's watch, followed the quest marker, but Gwendis was not at the destination - same with my Altmer and Khajiit on Auridon.

✭This is the prologue quest for the Q4 DLC, and I don't think it is supposed to be live yet. That's probably why you can't find Gwendis.Guildmaster of the UESP Guild on the North American PC/Mac Server 2350+ CP & also found on the European PC/Mac Server 1700+ CP

Whether it's supposed to be there or not is hard to say given that ZOS seemingly hasnt addressed the PTS issue OP mentioned, or the fact that this went live.

cyberjanet✭✭✭✭✭There is an achievement for completing this quest, but it's not in the crown store and I have no idea where to pick it up. I'm still very confused as to why I went to Castle Thorn in the first place.

theresaric64✭✭I haven't even been able to start this quest yet because I can not find a note or Gwendis. She is suppose to be in Mages Guild but I haven't found her or a note. I am on PC NA server. Also it is not available in Crown Store as a quest start. Is it not up yet or something?0
