Make proc damage and healing sets scale off max stats

As the title says, there are already far too many builds running around with 40k+ health with things like cuulirions, venomous smite etc. and with a ridiculous other number getting buffed next update there are already soo many people running around with triple proc damage sets. The fix is actually that simple, make proc sets scale with stats, meaning that the sets intended tool tip is given if you have a full damage specced glass cannon build and if you play with 1800 weapon damage and 40k health your ticks of venomous smite hit for 200 not 900 and your cauulirions should hit for 1500 not 6k. Its the same with proc healing sets like earthgore and bogdan, the number of near impossible to kill tanks that still do decent damage is about to increase 10 fold and do the polar opposite for the PvP population.

    I suggested this multiple times already and was shut down or just ignored.
    I think most ppl don't mind procsets that much.

    Wholeheartedly agree. With the way they are implementing these sets, while at the same time “standardizing” damage, it feels as if this is something that should have be done along with it.
    Building for offensive stats is completely pointless now. I believe penetration still counts toward damage dealt, but that’s about it. Why scale off pen and not damage!?

    It’s because most people do not want a challenge, especially in PvP and hate dying that why most ball up and zerg.

    This would also make proc sets more viable in PVE, so I approve. In PVE, proc sets are fun, but are mostly considered off-meta and second rate (at best) in terms of damage output because buffing your spell damage/weapon damage yields higher DPS because it buffs your damage for basically everything. Doing this would instantly make proc sets more competitive and viable.

    Honestly, I don't get why people hate ballgroups and zergs in Cyrodil when its basically the games "BTB" mode. In those kind of game modes, there's always strength in numbers. I know I prefer playing in a zerg because I main a healer with very little offense, and I feel like I make a much bigger difference with a large group vs. a small one.

    I worry that this would just lead to people stacking stats and a burst proc monster set to one-shot people. At least the current non-scaling ensures none of the procs are ever too ridiculously huge.

    Additionally, stat scaling would probably
    make proc-heavy builds nonviable (because all of the individual procs would be too weak to be useful), which isn't good for build diversity.

    While I understand the issue you're trying to solve with people maxing health and wearing proc sets in triplicate, the amount of effort a change like this would take to balance would be astronomical. Considering the numerous other things wrong with this game would a change like this be worth the effort? Especially when far more simpler things could be done (changing Battle Spirit for example). I'm also a bit worried with the 'based off primary stat' approach. Do you foresee issues where stamina players will use mag proc sets or vice versa? Especially in combination with stat sets like Alfiq or BTB?

    This isn’t what I am saying, the listed proc damage is given to a high damage character, whilst a low damage character receives a significantly lower value, really my intention is for high health low damage builds to be severely disadvantaged for having very little specced in to damage, not making something like a gank nightblade get 50k venemous smite tool tip.

    Just let u27 hit live server. High mmr pvp players alrdy got their proc set cancer builds together, in no cp its beyond broken, and average Joe will cry out loud cause they get wrecked and can't bring down 40k+ health builds and getting melted in seconds.

    Then zos will break the game in another way we can't even imagine yet, just because of the mysterious and mythical low apm players that appeared out of nowhere since greymoor (or just those who are to lazy to git gud and l2p) that desperately need to adjust the whole game to their needs or they don't buy crowns anymore :trollface:

    no stats will be like 5k and glass cannon might raise it to 7k. Should be 3k base value maybe for a better change and scale more from stats to reach 7k

    no they don't they change with damage modifiers like CP.

    then why my set shows higher values once i pop major sorcery buff?
