I was suggesting taking the already Raffle system that guilds use to fund traders which is apparently legal, but never try to get a trader. Just straight keeping the gold for house pay outs, and over time becoming a casino.
Therefore the goal is gold manipulation and a fun event to do in game, without trading at all.
Crown items can be gifted as prizes since gold can be used to fund crown purchases. As well as gold play-outs, and other BoE items.

Yea I changed the title because people was not answering my question because they were focusing on the raffle of trade guilds. That is not my intent.
I want to create a casino character even linked a video above of a FF14 character, that does a casino in that game.
In ESO though to avoid spamming in a city I could use a guild slot and since I am on console and Eso has no /random or /roll feature I would put that in discord. Then I can award prizes as stated above.

As long as all the currencies involved are in-game currencies, I don't see what the problem is. Though it's safest if you kept it to only gold/mats rather than crowns.

I don't use my money, I use in game gold. I budget how many gems I'll need to get a mount. I buy that many crates with gold.
My support of my guild comes from my weekly dues and my sales. If they need more they should raise the dues.

I was around when RGB gambling was rampant. Now it’s not, and there’s a reason for it.
I already mentioned in my first post that there’s a precedent to suspend (i.e. “ban”) gambling host accounts, and it’s because of RGB fallout. People would bet, lose, and report if they felt salty or cheated. ZOS would then suspend host accounts. It’s all over Reddit; salty hosts complaining that they were suspended after RGB sessions.
It doesn’t matter if you agree or not, because it’s what has happened. There’s a precedent. In the end, you will be gambling account access if you move forward.
