Was unable to even do the quest objectives since neither of the targets were in the instance. I ran around the place for 30 minutes trying to find the targets and only ended up with a 5k bounty. I had to abandon the quest.

There's quite a few hidden rooms/areas in a lot of the heists/sacraments. It's possible that that was the case. It's been a few years since I've done them though.

Yes there are side passages covered in front of them with vines, some dead end passages filled with crates of 'stolen' goods, rooms behind false walls, passages/rooms accessed by walking across support beams. But the entire area for these quests are only about the size of a small delve.

I have done some recently and had a similar problem myself. But after running around the areas where they suppose to be I noticed that some NPC including my target where buged into the ground. Just the top of their heads peaked out. So maybe that was also the case when you tried to find them.
