I wouldn't mind if they included it, for positive or neutral intentions. Although I'm not sure if people might not even abuse that and start screaming "sack" ceaselessly in towns and banks. If you consider how the chat looks like during free trials, you know it's not unlikely.
That would make sense, yes. I still probably wouldn't use it, but many people probably would like it - so, why not?!
My problem with vocals in general is, that they don't always fit the voice you've chosen during character creation. You already have that now with emotes that include sounds. There's normally only one voice for each emote, according to race (and of course gender). For example, the standard Dunmer voice in emotes is extremely low and husky. My main is still a younger guy, and it absolutely doesn't fit him.
