No daily WB quest in Solitude?

I guess this has to be a bug so it goes here.
Was doing my crafting writs in Solitude, saw someone call out in zone chat that Chillblaine was up and decided to quickly grab the Harrowstorm daily as that one can be a pain to complete as people rarely calls out in zone chat which HS is up. I did not pick up any of the other dailies as I planned to go back to finishing my writs after I had done this one and I was in a bit of a hurry. HS was still up when I got there, I completed the daily and teleported back to Snowmelt and exited to Solitude. When I handed it in I decided to pick up the two others only there was no WB quest available now.
Now please note that I did all the Western Skyrim dailies early yesterday and handed them in so they should all have reset for me. The two others had so there's no reason why the WB one should be blank.
