PVE players don't need to be the best they just need to spam the hell out of skills. No need to have pvp skills..just skill spamming ablility....any PVE grou can do it.
The last time Zos did a test of Cyrodiil on live the lure of 2x AP filled the servers to max as it does with MYM. As such, there is no reason for Zos to consider offering anything more for these tests unless the activity of players turns out different than history has shown. I think that test is what gave birth to MYM.
So it is not that "we cannot do that" It is there is no reason to think it is needed.

If you are being serious, yes, you certainly could trade AP for Hunding's Rings.
Just give a crafter AP-bought items that they need ... in exchange for crafting you the rings.
The Golden sells pve jewelry every week. Every Week. PVE set jewelry and monster set pieces. With the exception of Midyear Mayhem, that’s literally the only thing she sells.
So you will get what you ask for. There’s a 100% chance that the golden will sell pve jewels during the tests, because that’s true every weekend.
