These are still very much around.and other not fixed bugs like the weapon dragging across the ground or running on your mount.

Do you have a source for that claim, beyond a few forum posts? You're obviously pretty knowledgeable on the chapter, notwithstanding that you don't even get the name right.

I've quite enjoyed the new chapter to be fair. The other thing to remember is that it's not haters posting here. Everyone likely plays every day. Performance is an issue in pvp and pve though. ZOS have already identified AOE abilities as the source of lag and skill delay and are due to test this. This has impacted pvp for some time but is also impacting pve content with a lot of AOE.
