Is the Soul-Shriven Skin realistically attainable?

So, I've looked through a couple of the locked skins from the collection menu and this is pretty much the only one that I want (that and Dro-m'athra), but I looked up how to get it and I'm wondering should I just forget about it and move on? I'm not a super hardcore player, so it looks like that pretty much rules me out, from what I've read. I don't really understand how the Imperial City PvPvE works, and it seems like a massive obstacle to then be faced with a wall of RNG. And then only the top 20 damage dealers have a chance of it dropping? My main is a healer, so that's not happening, and my second strongest character doesn't even have any sets yet, but even if he did, my 210 CP isn't going to come close to competing with even a CP350, let alone CP810. I heard that the runebox was something that could be sold, but I heard that people were asking for 1mil and in all my play time so far, I don't even have half of that. But even if I could afford it, I checked a bunch of Guild stores in popular areas and no one is selling them.

Being realistic, is there any point in me trying to get it or should I just focus on something else?

It was on the Impressio during the last Imperial City Event. I'm guessing that it will be our next event, since it is currently on the PTS, but I could be wrong. I think it was 10 tickets when it was live last? The scamp was on there too. I think there was a chance of it dropping in the reward boxes during the event as well, but I can't be certain of that.

farm it if you can get into a group. otherwise wait for the next IC event, it may be available again from the ticket lady.

Ah, ok, I didn't realise it was also a reward as part of an event. I'll probably just wait for that then, thanks!

Yes, it is obtainable, I had to complete the Barathrum Centrata event killing the "Simulacrum of Molag Bal" approximately twenty five (25) times before I got it. (the scamp pet dropped after three (3) or four (4) run through).

This was during the Mayhem event, I think it was maybe 2 years ago when you had to enter Cyrodiil, and then get to the Sewer entrance.

IMHO Getting it during the Mayhem / Sewers Event is probably easier, since getting a group outside of the event can be difficult

I did the Bara-whatsit thing over and over, but it was during an event so I rarely got to loot. In the end I bought the scamp and the skin from a guild store. The scamp goes for around 12k or less now, the skin I paid 70k for, but again it's probably less now. During the event you usually see people offering them in zone chat too.

I believe they also double the drop rate during the IC anniversary event. At least they did during one of the prior events, not sure if they still do that.

Yes, cost as low as 5 tickets once the IC event kicks in. Once a highly sought after skin especially during the event. It's now devalued to event tickets.

I did few hours of grind for Soul Shriven skin during the last IC event and didn't get the skin. Had my fun, tried something new, bought it for gold in guild store since I got stuff to do and gold in opposition to tickets isn't as limited resource. The runebox prices dropped during the event although I don't remember how much it was then. Atm it costs around 300k which is about a week of doing writs on 10 characters for me.

It dropped twice for me during Midyear Mayhem. I would say it's not terribly hard to get during then, but not really worth going there just for that at any other time, especially with the reduced drop rate. It's also easier to find a group during MYM since IC seems pretty dead otherwise.
