Fix the gamepad UI on PC (and possibly console if possible.)

I don't understand how it takes going through 5 confirmations to do what I can do with one button on my keyboard.
In my inventory looking at a weapon that isn't on my currently active bar? Oh here goes 10 seconds backing out of redundant menus instead of a radial manu.
No one cares if the UI looks like an original Elder Scrolls game.
People have things they want to accomplish outside of scrolling up and down looking for selections in menus.
Also bonus quest for you ZOS, I should be able to pull up my quick slots and put things into the slot there, not go into the inventory then select the item, then put it on the bar, an empty slot should be able to be selected and filled,
it's 2020, not 1991.
