Health Bar cheat/bug

Ive encountered now for the 2nd time someone i faught in cyrodiil, and the healthbar is not going down. Its always at 100% and the health number is always at 100% too. EVEN when i killed this players. I have video recordings of this behaviour and im willing to show this to ZOS. To ZOS and not here in chat. I reported it to, but i expect nothing to happen as always, so i voice it here. These guys are extremely difficoult to fight because you never know when to go into execute/offense... Maybe this is a bug but i think it is an active cheat.

E-Zekiel✭✭✭There appear to be some health bar bugs going around lately.
In my case, my health bar bugs out while fighting the Bone Pit WB in Northern Elseweyr. It stops updating accurately and ends up getting me killed because I appear to be at full health, until suddenly I get "oneshotted" by a 4k hit. I have no issues soloing it with my magicka sorc when I can see what my actual health is.
