Scroll quests in cyrodill

Why is it when a scroll is being run you can't get the quest, WHY.

You ask the npc and she will give you every scroll except the one being run, geeeez.

The scroll quest giver rotates on a timer. For example, if the quest giver gives you Mnem, then he will continue to give you that quest until the timer is up. About 15 minuets as far as I can tell. You can reset the timer by having a different person interact with the quest giver, but the new quest will also be on a timer until someone else talks to him or the timer passes.

Thank you for that information.

I would think you should be able to choose which scroll you need to accept.

That way there won't be an issue.

I've had a different experience.

You ask Zim-moron for a quest and he offers onl yone. If you keep asking (sometimes 10 times but usually 20-40) he offers a different one, and at that point he varies what he offers every couple attempts. So I don't think its a timer.
I HAVE WASTED TOO MUCH OF MY LIFE TRYING TO GET THE RIGHT QUEST.

ZOS PLEASE JUST PUT A MENU ON ZIMMERON SO WE CAN PICKTHE SCROLL QUEST WE NEED FROM A LIST.
