Cyrodiil is already an unfamiliar and hostile environment to new players. The mechanics and combat in PVP are already VASTLY different from the open world PVE they're familiar to, battle spirit for example. They are thrown into an entirely new gamemode with COMPLETELY different gear metas, completely lost on what to do for the first few days. Only the dedicated ones are gonna be able to adapt to this different environment and continue to pvp. Now with this changes you're basically turning pvp into a completely different game, a traditional MMO-like game with *** cooldowns on almost every ability, entirely seperate from the fluid combat system in ESO everyone loves and enjoys. This will just further discourage new players from sticking to pvp.
Add to the fact that majority of pvpers still enjoy pvp because ESO's pvp system is unique, fun and there's really no other MMO game like it, you're trying to remove the most valuable feature of this game by turning the game into WoW. Pvpers from all walks: solo players, small scalers, large scale players, are going to quit in mass because they can no longer enjoy the combat uniqueness this game provides. "Oh but players have threatened to quit so many times in the past because of *** changes, ESO is still doing well". This is something else ENTIRELY different, the entire CORE of pvp as we know it is at risk, this isn't just about some *** balance change they made.
By not only making existing players leave but also making it harder for new players to join, you're effectively going to end the pvp aspect of this game. This is the video game equivalent of solving overpopulation IRL by killing everyone instead of investing more in infrastructure to support the bigger population.
