Question About Locked PVP Campaigns

I don't Cyrodiil often, so I thought I knew how this worked, but I'm not sure.
During the last Gray Host campaign, I alliance locked it under EP. I completed the campaign as EP, and was preparing to swap alliances on the campaign reset, as I have an AD guild that I am in, and some AD characters I wanted to run with them this campaign. I was under the impression that once a campaign ended and reset, it was open to join on any alliance, and it would alliance lock it again under my new alliance for the new duration of the campaign.
Last night, after the campaign had reset, I logged on as my EP char and collected my rewards. I then logged over to an AD char I wanted to alliance lock for the new campaign, but I couldn't get into Gray Host. It was still alliance locked.
I logged back over to my EP, and sure enough he was still in the campaign, and the only way I could abandon was either through spending 100k gold or 100k AP. That's way too heavy a chunk of change for me right now, so I'm not doing that.
I did not enter the campaign last night with any character, EP or otherwise. I thought that once the campaign reset, I could freely join with any alliance for the new duration. Is this correct? Am I bugged somehow? Or was I mistaken on how the campaigns work?
