The outfit style pages that are purchased via tickets bound to the character that this occurs with, and not your account?
If so, thats a pretty big bad step in the wrong direction.

✭Styles are shared by your whole account after you learn them. Just use it on the character that has it and you will be able to use for your whole account.2 -

✭But outfit styles are account-wide once learned, so it doesn’t matter which of your characters uses it. Unless I’m misunderstanding what you’re saying?1 -

I took it as the pages are bound to that character only, and not shares across your account like the styles form the other events0 -

✭✭Pages purchased with tickets have always been bound. It's so you can't sell them at guild traders.
