Breaking the Tide: Bugged.. again.

Just logged into a character I haven't played in a while to level her... thought I'd continue whatever quest she had. She was partway through Bal Foyen, so I finished the quest and moved onto Breaking The Tide. I went to help down at the docks, but Seyne wasn't there. A few baddies would spawn in every now and again for me to kill, and fisherfolk continued to run out of the barricaded houses, but no quest progression. I've logged in and out multiple times.. I'm just gonna leave the character where she is for now, try logging in again later tonight. Maybe it'll magically fix itself; I'll let you know.
FINAL EDIT: Nevermind, gave it some time and logged back in. Fixed itself.
Bug still seems to exist, though... What happened here??

TLDR: Breaking The Tide is broken. No Sergeant Seyne down by the docks; can't progress/complete quest.
