It's not perfect, but the closest thing we have. I know you mean actual builds people play and use. Like a presented version of their characters, but I doubt that will ever come to fruition.
doubt this'll happen officially but its probably possible to make a website and an addon/client that automatically exports that information to the site similarly to how TTC's works.

I'm not sure, but I am thinking that you are PC-minded in this approach. It wouldn't work for consoles I'm guessing

You can use our uespLog add-on to save builds manually or save character data automatically when you logout. You can then either upload the saved variable file manually or use the included uespLogMonitor program to automatically upload them.
I've been meaning to update the documentation on the uespLog add-on to make it more obvious how to setup build/character data exports like this (will try to get it done this week).
