Numidium in Sotha Sil's chamber?

So I noticed when doing the summerset missions that there is an interesting golem in Sotha Sil's chamber on Artaeum that looks very similar to how the Numidium is supposed to look. Was he trying to miniaturize the Numidium, or was this just another clockwork fabricant experiment he was working on?
