Weird stutter and fps drop from two fang set?

hi,
so i decided to download again the game and play again.
After a day i tried to get some pve action and go for daily pledges. Being at first mob i notice that whenever i attack, there is stuttering followed by huge fps drops from 90fps to 20fps. This happens for 0.5-1second but every time i attack.
Then i went into world zones attacked mobs ,minibosses and whatever and i noticed the exact same thing.
I play pvp mostly ,but oddly enough in cyrodiil this did never happen. Even in prime time and big battles it was just laggy. There was never any stutter or fps drop like that.
As if i was writing this i thought i would change my sets (was running relequen and two-fang snake).
I took out two fang ,it seemed better. I jumped into a trial with relequen and vicious and it was all good. No stutter , no fps drop. Everything runs normal.
Now i have to farm another pve set ,cause i cant use two fang snake. rip
Just putting this out here , so it maybe gets fixed? or sb else has the same issue.
