Is it just me or is this something that didn't go to active playing/paying customers and only went to people who have not been active or paid for anything? Because I got an email for this gift on an alt account but not on my main.

✭✭✭✭✭Are you signed up for the mailing list? If not that's most likely why you didn't get the email.
Also it's impossible for people who have not paid for anything to get it, because there is no free version of ESO (except the 1 week trials, which aren't currently running), you have to have purchased the game (or someone else has to have bought it for you) to be able to log in at all.
