Iceheels?

So I've heard this twice in Skyrim now, once during an argument between NPCs and once directed....maaaaaaaaybe at me, by a rando street dude who then gets chewed out by a lady for saying it. Since she scolds him based on the fact that easterners helped the princess, I'm guessing "iceheel" is a slur directed at easterners. What I'm questioning is why? There's SO MUCH MORE SNOW HERE. More ice, more snow, so what in the world kind of sense does that phrase make as an insult? Anyone have any ideas? I have not played any other Elder Scrolls games besides this one so if it's something I missed from another game I'd appreciate the explanation.
