Should Procsets instead scale with stats?

So i think the best way to balance procsets would be to instead make the act like an additional ability, and just like regular skills, these would scale with your stats, with a small base damage.

That way you cant only rely on procs, and these sets will instead become an extension of your stats, and if you run too many procs, you run the risk of those procs doing very little damage.

Basically this would keep the flavour of procsets, and would make them easier to balance aganist regular abilities, as we already have standards set for how those should behave.

    Clearly the entire reason for removing procsets is to remove an entire tranche of calculations from the server.

    Therefore, any action that would result in additional calculations would be inappropriate. So these sets will simply become flat stat/benefit sets (as they are on PTS). Only the individual benefits remain to be determined.

    I’m kind of happy with that. Everyone gets the same benefits and there’s no room for tweaking or gaming the system.
